Operator SMS
OPERATOR SMS TRAINING
A rigorous approach to safety management combined with adequate and appropriate training will contribute significantly in reducing errors, incidents, liability, injury and death. QualaTech consultants have extensive Canadian and international aviation experience having held senior posts with the ICAO, IATA, leading aviation operations, systems and service companies, and international civil aviation authorities.
SMS development and implementation services for AMO and/or Air Operator consists of:
- SMS Gap Analysis
- Safety Management Systems Manual (SMSM)
- Safety Assurance Process (Hazard ID & Risk Assessment)
SMS Training
- Human Factors Awareness Training (HFAT)
QualaTech has developed an AMO & Air Operator SMS that:
- Is practical, pragmatic and workable
- Is competitively priced
- Will fit into the operational management and system framework
- Is sufficiently robust to satisfy Transport Canada criteria
- Takes full account of limited operational budgets
SMS Gap Analysis (SMSGA): An initial Gap Analysis (GA) is essential to the SMS process. A properly conducted GA is the most effective means to determine existing SMS elements and subsequently, identify those that may be required. Transport Canada (TC) has defined the GA procedure as a requirement in the SMS application and documentation process. QualaTech Aero Consulting Ltd. will accurately assess your specific situation.
Safety Management Systems Manual (SMSM): The SMSM is vital to the SMS. QualaTech not only designs SMSMs that complement TC 6 Part Protocol but more specifically, will design a system to suit the individual (AMO and/or Air Operator), encompassing the specific operational requirements for SMS.
Safety Assurance Process (Hazard ID & Risk Assessment): TC requires that a Certificate Holder include safety assurance as a component of a SMS, specifically, a process employing the CSA Risk Management system. QualaTech can establish a pragmatic Safety Case, meeting the requirements of TC and more importantly the requirements of the client.
SMS Training: The purpose of a SMS training course is to provide the client with a concentrated overview of SMS. The course focuses on SMS principles, requirements and practices and also introduces practical procedures for implementation, dealing with documentation and policy. SMS training is a TC requirement, whether provided in-house or by an external agency.
Human Factors Awareness Training: The primary purpose for HFAT is to identify and understand the relationship of Human Factors [the scientific study of the interaction between people and machine] within the work environment. Additionally, HFAT provides a correlation between HF and a SMS, focusing on human error, effect, avoidance and subsequent consequence. The course introduces HF philosophy, enabling the participant to appreciate that Error and Loss are both highly preventable and within his/her own personal power to control; thereby helping to reduce the world’s annual ten billion dollar insurable loss rate. HFAT is a TC requirement whether provided in-house or by an external agency.

SMS TRAINING DETAILS:
QualaTech is recognised by Transport Canada as a “Safety Champion” in Human Factors and SMS Training. For the convenience of the Client the following is an outline for a dedicated SMS training course.
The purpose of the Safety Management Course is to give participants a concentrated overview of Safety Management principles and practices; additionally it will introduce them to practical implementation and documentation of a Safety Management System. This knowledge will enable participants to review the safety management arrangements, analyse assets and shortcomings, assess what needs to be accomplished and to manage the implementation and/or on-going operation of an SMS.
The QualaTech SMS initial two-day course commences with a review of the requirements for safety management and the regulatory framework within which it must operate. It is essential to appreciate the fundamental issue in Safety Management: its success depends on a partnership between the regulator and the service provider. Ideally, a safety management system is, in itself, a form of regulation. The regulator safeguards the public interest, and an approved, implemented, functioning and regulated SMS is in the best interests of the public (the customers) and the service provider, contributing to reduce Loss and Error.
Having established the purpose of safety regulations the QualaTech SMS course exemplifies the issues involved in implementing a SMS, including day to day practical matters, safety assessment / safety cases, hazard identification analysis and risk assessment, etc.
The course continues with a review of quality assurance and quality management, emphasizing in the process the importance of quality and training to the development of a safety culture and how this contributes to the safety management process. Following this is a section related to the issues of safety auditing.
The final element of the first part of the SMS course deals with the key issues of economics and finance, specifically their relationship to safety and matters of culpability, negligence and the duty of care.
Having accomplished a complete study and review of all the elements of safety management, the second part of the course (one-day) deals with the national protocol for SMS and a wide range of operational Safety Management Issues, experiences and practical advice. Also included where appropriate, is the vital issue of designing safety critical procedures.
