Key experience: Keith Green commenced his aviation career as an Aircraft Maintenance Engineer (AME) in Canadian general aviation and has 38 years of experience. In 1980, he joined Canadian Pacific Airlines and gained numerous Type Ratings before undertaking several overseas assignments with other key international operators. Working abroad for several years as a senior engineer and independent contractor, he acquired valuable experience in Maintenance, Engineering, Quality, Production and Management. Throughout his time overseas Mr. Green’s experience and qualification steadily evolved to encompass four National Aircraft Maintenance Licences; and numerous airline and national privileges; culminating with the FAA Inspection Authorization (IA) and Transport Canada’s Structural Privilege. Returning to Canada, Mr. Green accepted a Quality Manager position for an aerospace manufacturing organisation. In the mid-90's Mr. Green joined the British Columbia Government Air Service’s (BCGAS) Quality/Production departments. In 1996 a career opportunity resulted in a lateral shift with the Government of British Columbia as a Technical Policy Analyst, where for several years he worked with many leading edge companies who were developing alternate fuel and low emission engines, such a Ballard Power (Permeable Membrane Technology - Methane and Hydrogen based gases). Mr. Green was instrumental in obtaining for Ballard Power (fuel-cell technology) an initial 5.5 million dollar grant. Additionally, Mr. Green also provided technical Papers and Briefs for the Minister. During this engagement with the BC Government, Mr. Green was able to apply his aviation skills in Quality, Engineering, Safety and Human Factors. The experience gained in this environment was of great value and still proves to be of assistance when dealing with regulatory agencies. Mr. Green is a Member of the Canadian Aviation Regulation Advisory Council (CARAC) and in 1998 was appointed to the Transportation Appeal Tribunal of Canada (TATC) (formally known as the Civil Aviation Tribunal (CAT)). As a presiding TATC Member, Mr. Green frequently conducted Hearings and Appeals as brought before the Tribunal. Mr. Green was also involved with the CARAC Web consultation program. In 1997 Mr. Green founded an aviation consultancy for airports, airlines and maintenance organisations. The initial contract was to establish a private cargo operation, where he was the principal consultant and interim Director of Maintenance. QualaTech-Aero Consulting Ltd. has since evolved into a leading aviation consultancy in Western Canada; recognised by Transport Canada as an "Industry Champion". However, QualaTech is not limited to a national market; the organisation is effectively engaged in the international marketplace as well. Keith Green has worked around the world on numerous assignments with major international carriers, gaining further experience and knowledge in the process. In the course of his career Mr. Green has undertaken many in-depth reviews of airports, airlines and aerospace manufacturing operations as part of an audit process, review process and/or consulting service. As President of QualaTech, Keith Green was able to achieve several firsts in North America with respect to Safety Management Systems (SMS) and training. QualaTech was one of the first organisations in North America to design and install a functional and compliant SMS (Phase Three compliance) at a Canadian International airport. Additionally, QualaTech is renowned for providing SMS and Human Factors training to airports, having since completed many national and international projects. As a Transport Canada trained and certified Quality Auditor, Mr. Green has audited numerous large and small aviation organisations. The knowledge thus gained; combined with his Quality Assurance and Control experience, augments the more recent work Mr. Green has accomplished with airports since 2002. Key experience: Mr. Olsen is a highly experienced aviation consultant and international aviation writer. His professional activities have included airport development and investment, audits, safety and quality management, performance review, technical and operational survey, air traffic management and air navigation services, organisational development, user charges policy, and long term aviation planning, and have been undertaken throughout the world. Since 2001 he has been resident in Sidney BC and has worked with ICAO, Vancouver Airport Services, Victoria Airport Authority and is the Associated Vice President of QualaTech Aero Consulting Ltd. As a principal Consultant with QualaTech, Mr. Olsen has worked on a number of projects including safety, human factors and training. He developed and presented several aviation safety and human factors training courses on behalf of Qualatech Aero Consulting Ltd and in 2005 was responsible for producing the Safety Management Manual for the Victoria Airport Authority. Additionally, in 2006 Mr. Olsen was assigned to complete safety management systems for Kelowna and Gander International Airports including: Gap Analysis, Hazard Analysis, Training and the Safety Management Manual. Also in 2006, as a part of the QualaTech Team, he carried out the pre-certification and safety assessment of five major airports in the Dominican Republic. Later Mr. Olsen completed a range of work for Vancouver Airport Services including preparation of complete ICAO compliant Aerodrome and Safety Management Manuals. He is also a regular contributor to “Wings“ magazine. Between 1988 and 2001 Mr. Olsen's activities were undertaken in Europe, Central America, North America, Africa and Asia. He advised on the commercialisation of airports and air traffic services, and was consultant to the Performance Review Commission (PRC) of the European Agency for the Safety of Air Navigation (Eurocontrol) in Brussels. With Integra Consult of Denmark he developed regulatory requirements and safety management guidelines for the Civil Aviation and Airport Administrations of Latvia and Poland and other European countries in preparation for their entry into the European Union. He had a major consultancy role in the setting up of the autonomous civil aviation and airport authorities of the Czech Republic, Kenya and Uganda and has acted as consultant in the areas of safety, re-organisation and commercialisation in Australia, Canada, New Zealand and Korea. He has acted as consultant to Vancouver Airport for management of airports in Latin America, the Caribbean and Cyprus. He was the supervising editor of the ICAO Millennium publication and has been an author for several other major ICAO publications. Other global experience includes work for several international agencies in airport, ATM and airline orientated consultancy including developing operational, airspace and safety procedures for the Seoul (Inchon) Airport in Korea. Between 1994 and 1998 he was audit team leader for the European Commission, auditing and monitoring a major ATM project in Central America. He also headed the expert witness team for a group of multinational companies at the London Heathrow Airport Terminal 5 Enquiry. David Olsen is experienced as an international aviation consultant and a leading international writer for prestigious aviation publications.He has undertaken in-depth reviews of airline, airport and ATM operations throughout the world. He was a major contributor to the ICAO 50th Anniversary publication and contributed to the ICAO CNS/ATM book for the 1998 Rio de Janeiro international conference. He was the final editing authority for the ICAO Millennium publication in 2000 and wrote major parts of the ICAO publications for the 100th Anniversary of Flight (2003) and ICAO 60th Anniversary (2004). During his earlier service with ICAO he was Chief Editor of the ICAO Air Traffic Services Planning Manual. On behalf of the author (Richard Profit - Group Director Safety Regulation UK Civil Aviation Authority) he edited the book “Systematic Safety Management in the Air Traffic Services”.This book became the authoritative work on the subject, used throughout the world. For almost 7 years he was an airport and air traffic management-consulting editor of the magazine “Airports International”,and has also contributed extensively to other publications such as “Air Traffic Management”, “ICAO Journal”, “Jane's Airport Review”, “Wings”, “Eurocontrol Skyway” and others. For several years he was retained by Eurocontrol in Brussels to write, edit and manage the production of a wide range of publications and documents including: Annual Reports and Program Reports, "One Sky for Europe" (the first Eurocontrol corporate brochure) and; Performance Review Commission Reports. As General Manager Marketing for International Aeration (AIL) and as a Divisional Director of Raytheon Europe, David Olsen successfully practiced a wide range of marketing and public relations skills. He was subsequently retained and engaged by major companies and international institutions to advise them on technical marketing and public relations activities. Richard Casavant:
Key experience: Richard Casavant has been developing and delivering corporate education and training services for over 25 years through the Casavant Consulting Group. Throughout his career he has worked with Jack Welch of GE Aerospace, developed Frontier Airlines customer service program Spirit of Service and helped implement Bombardier's Customer Experience Management (CEM) program into JFK's Air Train operation. He is now on contract with Bombardier Transportation North America in Toronto designing and delivering their CEM culture for the recent takeover of the GO Transit commuter railway from Canadian Pacific. Richard's participation in Boeing's Human Factors training is one of many certifications that contribute to his efforts in designing and developing service delivery systems for companies around the world.
